 rnment of the United States\, in a duty of great responsibility during Wor
 ld War I. \n\nThe order reads.....'In a position of greatest responsibilit
 y\, Colonel Moorman displayed peculiar genius\, combined with exact scient
 ific knowledge\, in organizing\, training\, and operating the Radio Intell
 igence Service of the Intelligence Section. Charged with the duty of inter
 cepting and deciphering the radio messages of the enemy\, he acted with in
